For a photograph to be considered as fine art it should resonate a feeling or convey or a message from the artist, not just a literal captured image or a fabricated set of shapes.
Black and White (monochrome) photography can be considered more beautiful and refreshing when it is easier to see the main focus and composition. It removes the distraction of colour and leaves more room for the audience for emotions and imaginations.
